Airworthiness Directives; Eurocopter France (Eurocopter) Model SE 3130, SE 313B, SA 3180, SA 318B, and SA 318C Helicopters

What this AD requires

This amendment supersedes an existing airworthiness directive (AD), applicable to Eurocopter Model SE 3130, SE 313B, SA 3180, SA 318B, and SA 318C helicopters, that currently requires a visual inspection of the main rotor blade reinforcement strips for debonding between the reinforcement strips of the blade; and a visual inspection of the main rotor blade (blade) skin for cracks or corrosion, and replacement of the blade with an airworthy blade if certain debonding or a crack or corrosion is found. This amendment requires additional inspections using a tapping method, redefines the area to be inspected, and increases the repetitive inspection interval. This amendment is prompted by an in-flight failure of a main rotor blade on a Eurocopter SE 3130 helicopter. The actions specified by this AD are intended to detect bonding separation, cracks, or corrosion in the area of the blade root reinforcement strip, and to prevent failure of a blade and subsequent loss of control of the helicopter.

Repetitive inspection. Re-inspect every 100 hours. The next-due date/hours depend on this aircraft’s time in service — a records report computes it from the logbooks.

Which aircraft AD 99-09-16 applies to

Main rotor blade spar-skin / root-reinforcement-strip bonding-separation, crack, or corrosion inspection AD; actions per Eurocopter Service Bulletin No. 05.91 Revision No. 1, dated September 28, 1998. Specific helicopter model is not stated in the extracted applicability text.

Whether AD 99-09-16 actually applies to your aircraft (by serial and installed parts) and whether it’s already complied with comes from that aircraft’s records.

How AD compliance is recorded

A valid compliance record (14 CFR 43.9) states:

Method of complianceThe specific action taken (inspected, replaced, modified) and to what revision.
DateWhen the work was done.
Aircraft timeTotal time in service / tach at compliance — how recurring next-due is computed.
Signature & certificateThe A&P/IA who returned it to service, with certificate number.
Is AD 99-09-16 complied with on your aircraft?

Tailplate reads a tail number’s logbooks and matches every applicable AD — including this one — to its compliance evidence, with recurring next-due dates computed.

Applicability is derived from the FAA directive corpus and is advisory, not a legal airworthiness determination. Compliance is established only from an aircraft’s actual records.
